2013-14 Provincial Resource Programs


Provincial Resource Programs (PRPs), education programs established by Order of the Minister, are funded by the Ministry of Education and operated by host school districts. Inter-ministerial protocol agreements establish Ministry of Education obligation to provide education programs for students congregated in day or residential programs who are not able to attend regular school programs in the community. The Ministry’s PRP budget currently funds a total of 53 programs in 20 school districts.

Each year, the Ministry’s PRP Budget Review Committee receives budget proposals in March for the next school year from all the PRPs and annually approves expenditures in May within the funding allocation provided.

The Ministry of Education requires all PRPs to provide an annual outcome report for accountability.

Budget Proposal Packages

A separate budget proposal package must be completed for each Provincial Resource Program (PRP) in a school district. To streamline the budget submission process for school districts, the submission form continues to be provided in Microsoft Excel format and can be found in the table below. All budget proposals are to be submitted to the PRP Funding Administrator no later then March 18th, 2013.

Each PRP budget proposal should contain the following information:

  1. Completed budget form with accurate reporting of their current year enrolments, approved budget and anticipated expenditures to the end of the year as well as requested amounts for the new budget year. The budget submission form is available below, Simply find your program and download the form and instructions specific to it.
  2. Completed Program Description form. All programs (except summer programs) submit the same program description form which is found below.
  3. Completed salary info worksheet (found in excel budget submission document). Indicate the placement of employees on the salary grids and their related infomation for the requested year using the Salary Info excel worksheet contained in the budget submission form.
  4. A breakdown of school district salary grids for the requested year for all staff.

Additional information should be submitted for any proposed program changes. Requests that are not substantiated cannot be considered until all required information is received.

 

Program Description Form

All programs other then summer programs are required to submit a program description with their budget submission. This year we are introducing a more comprehensive form which will provide a more rounded view of the program, its population, mandate, objectives and procedures. The MS Word template for program descriptions is provided below.

Outcome Report (2012-13 School Year Forms Available in May)

The Provincial Resource Program Outcome Report form has been developed in consultation with school district administrators of special education and staff from PRPs in order to provide a framework to guide reporting.  This year we have further refined the forms so that each program type are asked questions relevant to their programs. The questions were also changed to make them easier to answer and the data collected more meaningful. These changes will help with consistency in content regarding the different program types. The forms will become available for download in the table below in May of each year. Simply find your program and download the form specific to it.

Please have staff at each PRP complete the Outcome Report form specific to your program and return it to you. Once you have collected all completed forms, return the Outcome Reports via email to the Acting PRP Funding Administrator, Evan Hatch, at evan.hatch@gov.bc.ca by June 15 of each year.  Submissions must be in the Microsoft word form provided below.
