The BC Safe Schools Strategy

In the spring of 2002, government appointed a Safe Schools Task Force to consult with parents, students and educators across the province to identify ways to address violence in schools.

In June 2003, the Safe Schools Task Force completed a report on bullying, harassment and violence in British Columbia schools. The report "Facing Our Fears - Accepting Responsibility (June 2003)" [PDF 663KB] contained a number of recommendations for improving school safety. Three recommendations in the report called for action on the part of the Ministry of Education and have led to the development of British Columbia's Safe Schools Strategy - Safe, Caring and Orderly Schools.

Section One - Attributes of Safe, Caring and Orderly Schools [PDF 72KB] underlines the point that safe schools don't just happen - they are developed by committed people using appropriate and ever-improving policies, procedures and practices - the building blocks of safe, caring and orderly schools.

Appendix A - The Building Blocks of Safe, Caring and Orderly Schools [PDF 103KB] presents a more detailed description of safe, caring and orderly schools - policies, procedures and practices.

Appendix B - Guiding Questions [PDF 48KB] is designed to facilitate discussion and to prompt actions that will lead to continually improving policies, procedures and practices in support of school safety.

Section Two - Codes of Conduct [PDF 55KB] presents standards for the development of codes of conduct - including an outline of the elements that, at a minimum, should be incorporated in all codes of conduct in British Columbia schools.

Section Three - Timely Information [PDF 56KB] addresses the challenge of managing the flow of information related to student safety in schools - a matter within the domain of schools and school boards - and regulated by legislative provisions. The section contains a brief discussion about recording of safety-related incidents and concerns, and how and when schools typically convey information to appropriate parties.

Appendix C - Recording and Reporting - Sample Forms [PDF 67KB] contains sample forms for gathering, recording and reporting information about safety-related incidents and concerns - and references helpful resources for developing effective reporting and recording practices.

Appendix D - Resources Relating to School Safety [html] provides direct access to a variety of resources - most of which can be printed directly from the list - and includes links to materials available on other helpful web sites.
